Legendary Resistance (3/Day). If Twilight god of chaos fails a saving throw, it can choose to succeed instead.
Aura of Fear. Enemies within 60 feet must succeed on a DC 24 Wisdom saving throw or be frightened for 1 minute. Affected target can repeat the save at the end of each of its turns, ending the effect on a success.
God Wrath. Twilight god of chaos gains a +1 bonus to attack rolls for each hostile creature within 60 feet. This bonus stacks with multiple enemies and increases its AC by 1 for each hostile creature within 60 feet (to a maximum of +5 AC).
Cosmic Resilience. Twilight god of chaos has a standing aura of resilience. Whenever it is targeted by an attack, it may use a reaction to impose disadvantage on the attack roll if the attacker is within 20 feet.
Spellcasting. Twilight god of chaos. is a 9th-level spellcaster-level spellcaster. Its spellcasting ability is Charisma (spell save DC 23, +15 to hit with spell attacks). It has the following spells prepared (Twilight god of chaos manifests a chaotic divine repertoire, requiring no material components.):
1st level (4 slots): magic missile, shield
2nd level (3 slots): mirror image, misty step
3rd level (3 slots): counterspell, revivify
4th level (2 slots): dimension door
5th level (1 slot): dominate person
1\/day: plane shift (self only), meteor swarm
3\/day: fireball, disintegrate, telekinesis
At will: shield, bless
Cantrips (at will): chill touch, guidance, zen bolt

Actions

Multiattack. Twilight god of chaos makes three chaotic attacks: a Cosmic Grasp, a Windsurge Claw, and a Chaos Bolt.
Cosmic Grasp. Melee weapon Attack: +25 to hit, reach 20 ft., one target. Hit: 31 (3d12+12) force damage. If the target is Medium or smaller, it is pulled up to 10 feet toward Twilight god of chaos.
Windsurge Claw. Melee weapon Attack: +23 to hit, reach 15 ft., one target. Hit: 17 (2d8+8) slashing damage. The target must succeed on a DC 23 Strength saving throw or be pushed 10 feet away and knocked prone.
Chaos Bolt. Ranged spell Attack: +25 to hit, range 120 ft., one creature. Hit: 30 (4d10+8) mixed damage. A crackling bolt of chaotic energy that deals a random energy type (acid, cold, fire, lightning, necrotic, or radiant) on a per-hit basis.
Aura Shatter. Melee spell Attack: +0 to hit, range self, self. Hit: 0 (0d0) none damage. Twilight god of chaos's presence collapses the battlefield slightly: all enemies within 30 feet must succeed on a DC 23 Wisdom saving throw or have their movement halved until the end of their next turn. This ability does not require an attack roll.

Reactions

Cosmic Redirect. When Twilight god of chaos is targeted by a melee attack, it may impose disadvantage on the attack roll against itself. If this causes the attack to miss, the attacker takes force damage equal to 2d8.
Mirror Force. When Twilight god of chaos is targeted by a spell or ability that requires a target, it may use its reaction to redirect the triggering effect to another spellcaster target within 60 feet that it can see. The new target must be a creature other than Twilight god of chaos. If the redirected effect would deal damage, the damage is applied to the new target instead of Twilight god of chaos.
Chao's Illusion. When Twilight god of chaos is the target of a single attack, it may use this reaction to conjure four illusory copies of itself. The attacker must choose which copy to attack among the five targets. If the attacker targets a fake copy, Twilight god of chaos takes half of the damage that would have been dealt to the real Twilight; if the attacker targets the real Twilight, the attack deals full damage as normal.

Legendary Actions

The creature can take 4 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature's turn. The creature regains spent legendary actions at the start of its turn.

Unmake Fate. Twilight god of chaos forces an enemy to reroll a failed saving throw against a spell or spell-like effect.
Chains of Chaos (Costs 2 Actions). Twilight god of chaos makes one Cosmic Grasp attack or creates a magical tether between two targets within 60 feet, causing the tethered targets to disadvantage on attack rolls against each other until the end of Twilight god of chaos's next turn.
Wrath of the Cosmos (Costs 3 Actions). Twilight god of chaos unleashes a 60-foot cone of uproarious energy. Each creature in the area must make a DC 23 Dexterity saving throw, taking 63 (14d8) force damage on a failed save, or half as much on a successful one. Creatures that fail are pushed 15 feet away from Twilight god of chaos.
Sin Revelation (Costs 3 Actions). Twilight god of chaos fixes its gaze on a creature it can see within 60 feet. The target must succeed on a DC 23 Wisdom saving throw or suffer Sin's Guilt for 3 rounds: all its ability scores are reduced by 5. If any score would drop to 0, the target dies.

Lair

Lair Actions

On initiative count 20 (losing initiative ties), the creature can take a lair action to cause one of the following effects; it can't use the same effect two rounds in a row:

  • Lair Action: Chaotic Resonance. At initiative count 20, chaotic energy sweeps through the lair. Each creature of Twilight resonance within 120 feet must succeed on a DC 23 Constitution saving throw or be stunned until the end of its next turn. Affected creatures are also deafened for 1 round.
  • Lair Action: Fractured Space. Twilight god of chaos fractures space within 60 feet, creating shifting corridors. Creatures must use a bonus action to move up to their speed as if affected by the spell dimension door, but cannot end this movement in difficult terrain unless they start within the corridor.
  • Lair Action: Chaos Echoes. Echoes of chaos bounce between surfaces. Each creature within 60 feet that can hear Twilight god of chaos must succeed on a DC 23 Wisdom saving throw or be frightened for 1 round. While frightened, the creature has disadvantage on ability checks and attack rolls against Twilight god of chaos.

Regional Effects

The region containing the creature's lair is warped by its magic, creating the following effects:

  • Within 1-6 miles of the lair, reality wears thin and random wild magic surges occur, potentially causing a wild magic surge on spell casts made in the area.
  • Shifting constellations above the lair rewrite short-term fortunes; allies and enemies swap temporary buffs\/fears every few hours.
  • Zones of destabilized gravity cause wandering, gravity-flux anomalies: movement may be irregular and jumping or falling prone is common.

If Twilight god of chaos dies, the chaotic emanations collapse into a final maelstrom that lingers for 1d6 days, during which 1d4 random chaos events occur per day (wild magic surges, temporary reality echoes, or random buffs\/debuffs to nearby creatures).
