The Crows' Charter. The scarecrow has advantage on saving throws against being frightened. At the beginning of combat, it loudly states its rules of engagement: no attacking helpless creatures, no striking from hiding after agreeing to parley, and no fleeing while an ally is being deliberately surrounded. It follows these rules unless a creature breaks them first.
Consequences for Unfair Conduct. When a creature within 30 feet knowingly attacks an incapacitated, unconscious, or surprised creature, the scarecrow's crows mark that creature until the end of the scarecrow's next turn. The marked creature cannot benefit from advantage on attack rolls, and the scarecrow deals an extra 2 (1d4) piercing damage to it once on each of the scarecrow's turns.

Actions

Multiattack. The scarecrow makes two Union-Made Fist attacks.
Union-Made Fist. Melee weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 5 (1d6+2) bludgeoning damage. The fist is wrapped in coarse burlap and reinforced with a wooden haft. If the target has broken the crows' charter, the attack deals an extra 1d4 piercing damage from a furious pecking crow.
Crow Picket (1/Day). A ring of organized crows erupts around a point the scarecrow can see within 30 feet. Each creature in a 10-foot-radius sphere centered on that point must make a DC 12 Dexterity saving throw, taking 5 (2d4) piercing damage on a failed save, or half as much on a successful one. The area is difficult terrain until the start of the scarecrow's next turn.

Reactions

File a Grievance. When a creature within 30 feet attacks a creature that is incapacitated, unconscious, or prone, the scarecrow points dramatically and calls for arbitration. The attacker must succeed on a DC 12 Wisdom saving throw or have disadvantage on its next attack roll before the end of its next turn.

Appearance

This scarecrow is stuffed with golden straw and bound together with blue-and-white twine, the colors of its recognized labor local. A crooked wooden pole serves as its spine, while its burlap face bears a painted black beak and stern, angular eyes. Dozens of crows perch on its shoulders, hat, and outstretched arms, each wearing a tiny scrap of colored thread around one leg. A tin whistle hangs at its throat, and its straw-filled chest bears a neatly stitched emblem of two crossed pitchforks.

The Chartered Scarecrow was built by exhausted field hands who taught the local crows to stop stealing seed in exchange for pest control, warning calls, and a share of the harvest. When reduced to half its hit points, it blows its whistle and fights defensively beside its nearest ally; it flees only if every union member has escaped or if its charter can be carried to safety.

  • Telegraph its presence with orderly rows of crows, tiny scraps of union-colored thread, and a scarecrow whistle sounding three times from the fields.
  • Give the scarecrow a formal, patient voice; it addresses adventurers as 'management,' 'temporary contractors,' or 'fellow workers' depending on how they behave.
  • The scarecrow should initially offer parley and a written list of rules. Let players avoid combat by respecting the charter or helping recover the stolen union charter.
  • For a weaker party, remove Consequences for Unfair Conduct; for a stronger party, add two ordinary crows that act on the scarecrow's initiative.
