Constructed Nature. The Crow Organizer doesn't require air, food, drink, or sleep.
Crow Labor Charter. A murder of crows within 120 feet of the Crow Organizer is magically organized under its direction. The crows can communicate simple concepts to it, are immune to being frightened while within 120 feet of it, and provide it with advantage on Wisdom (Perception) checks that rely on sight or hearing. The Crow Organizer can see and hear through any crow within 1 mile of it.
First Honest Offer. Before the Crow Organizer makes its first hostile attack or hostile action against a creature, it must offer that creature one concrete bargain in a language the creature understands. The bargain must be possible, specific, and advantageous in some meaningful way to the creature; the Crow Organizer cannot knowingly lie about its terms, its ability to enforce them, or what will happen if they are accepted. A creature can accept or refuse without making a saving throw. If it refuses, the Crow Organizer can act against it normally, and that creature can't be offered another bargain by the Crow Organizer for 24 hours. If it accepts, both parties are magically bound to the stated terms. A creature that knowingly violates accepted terms takes 22 (4d10) psychic damage and is stunned until the end of its next turn. The Crow Organizer cannot knowingly violate terms it has accepted. The binding ends when the terms are fulfilled or after 24 hours.
Union Solidarity. The Crow Organizer has advantage on saving throws against being moved, knocked prone, or disarmed while at least three allied crows are within 10 feet of it. In addition, when it would be reduced to 0 hit points, it can use its reaction to have the crows drag it 15 feet and leave it with 1 hit point instead. Once this trait is used, it can't be used again until the next dawn.

Actions

Multiattack. The Crow Organizer makes two Union Hook attacks and uses Crow Solidarity, if available.
Union Hook. Melee weapon Attack: +10 to hit, reach 10 ft., one target. Hit: 18 (2d10+7) slashing damage. If the target is Large or smaller, the Crow Organizer can pull it up to 10 feet toward itself.
Crow Solidarity (Recharge 5-6). The Crow Organizer directs its crows to converge on one creature it can see within 60 feet. The target must make a DC 18 Dexterity saving throw, taking 27 (5d8+5) piercing damage on a failed save, or half as much damage on a successful one. On a failed save, the target is also blinded until the end of its next turn.
Honest Bargain. The Crow Organizer offers one creature it can see within 60 feet a concrete bargain, even if it has already offered that creature a bargain through First Honest Offer. The target can accept or refuse. If it accepts, the terms are magically binding as described in First Honest Offer. If it refuses, the Crow Organizer can immediately move up to half its speed without provoking opportunity attacks from that creature.
Ravenous Grievance (Recharge 6). The Crow Organizer names one creature within 60 feet that has refused one of its bargains or violated an accepted bargain. The crows harry that creature until the end of the Crow Organizer's next turn. The creature must succeed on a DC 18 Wisdom saving throw or be frightened and unable to take reactions for the duration. While frightened in this way, it takes 10 (3d6) psychic damage whenever it willingly moves closer to the Crow Organizer.

Bonus Actions

Call the Floor. The Crow Organizer commands the crows to occupy a space within 30 feet. Until the start of its next turn, that space is difficult terrain, and creatures of the Organizer's choice treat it as lightly obscured.

Reactions

Grievance Filed. When a creature within 10 feet misses the Crow Organizer with an attack, the Organizer makes one Union Hook attack against that creature.

Legendary Actions

The Crow Organizer can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature's turn. The Crow Organizer regains spent legendary actions at the start of its turn.

Organizer's Step. The Crow Organizer moves up to half its speed without provoking opportunity attacks. A cloud of crows fills the space it leaves until the start of its next turn; that space is lightly obscured.
Hook. The Crow Organizer makes one Union Hook attack.
Crow Vote (Costs 2 Actions). One creature within 60 feet must succeed on a DC 18 Wisdom saving throw or be unable to target the Crow Organizer with attacks until the end of its next turn. The creature can still target other creatures normally.
Emergency Session (Costs 3 Actions). The Crow Organizer uses Crow Solidarity, if available, or makes two Union Hook attacks.

Lore & Description

Appearance

The Crow Organizer is a tall, broad-shouldered scarecrow sewn from black funeral cloth, faded red union bunting, and weather-cracked burlap. Its head is a stitched sack painted with a kindly, crooked smile, beneath which two brass buttons glow like watchful eyes. A crown of glossy crows constantly perches along its shoulders and hat-brim, their feathers marked with tiny white bands of cloth. Its hands end in rusted iron hooks wrapped in red thread, while hundreds of written grievances flutter from its straw-filled ribs.

Behavior & Origins

Once built to drive crows from the fields of Bellwether Hollow, the scarecrow discovered that the birds were not pests but unpaid workers harvesting fallen grain and carrying messages between isolated farms. It organized them, negotiated a charter with the local baron, and eventually began offering every trespasser one honest bargain before resorting to violence. The Crow Organizer now controls the black-feathered union known as Local 13, whose members demand fair wages, burial rights, and an end to scarecrow exploitation. It wants the stolen original charter returned from the manor of Magistrate Odran Vell, who plans to burn it and enslave the crows again.

Running The Crow Organizer

Tactics

The Crow Organizer begins by addressing each dangerous foe with an honest bargain, using the pause to judge who can be divided from the group. It keeps enemies at hook range, pulls them through curtains of crows, and uses Crow Vote against the most dangerous attacker while striking isolated targets. When bloodied, it uses Emergency Session and fights from behind dense swarms; it flees only if doing so would preserve Local 13 or the charter, otherwise it fights to the last stitch.

DM Tips

  • Telegraph the creature through black ribbons tied around tree branches, crows wearing tiny numbered bands, and victims found unharmed but missing one treasured possession.
  • Play the Organizer as calm, procedural, and maddeningly sincere; it pauses to take minutes, asks for votes from nearby crows, and never breaks a clearly accepted promise.
  • Make bargains tempting but concrete, such as surrendering a magic weapon to free a hostage, revealing who hired the party, or leaving the valley before sunset in exchange for safe passage.
  • For a weaker party, remove Emergency Session from its legendary actions and reduce its hit points to 153; for a stronger party, give Local 13 three giant ravens that can use the Help action each round.
